PUBLIC FACILITIES COMMITTEE
FEBRUARY 9, 2012 MEETING MINUTES
Chairperson Kelly Schleif called the meeting to order at 6:00 p.m. in the lower level of the Community Hall at 312 W. Main St., Hortonville.
Members present: Al Habeck, Jeff Schuh, and Jeff Fassbender.
Members absent: Andrew Gitter was excused.
Officials/Staff present: Director of Public Works Carl McCrary and Clerk-Treasurer Lynne Mischker.
Village strategic planning and Municipal space needs
Chair Schleif stated that the municipal space needs and strategic planning would move forward side by side. The space needs discussion will be integrated into the strategic planning. By moving forward with the space needs discussion the village will be able to plan and act in the future instead of reacting.
Review of Municipal space needs
and Identify Options for Village
Chair Schleif listed needs for the police department, library, and administration office from past discussion material. Schleif stated that in his view the possible choices for the village were to upgrade current buildings to meet needs, purchase and retrofit buildings already existing within the village, or build new.
Dir. of Public Works McCrary stated that the major need of his department is a small garage for vehicles and vehicle maintenance, but this can wait until further in the future.
The committee discussed past decisions about Community Hall and the Community Hall Options Committee recommendations. Schleif suggested that the revenue versus expenditure evaluation recommended by the Options Committee should start now since the committee recognized there has been no aggressive marketing and the Hall has had few rentals because of repair work. The committee requested that marketing of the Community Hall be an agenda item at the February 16thBoard meeting.
McCrary suggested a standard check list for evaluating current village buildings and discussing needs. Schleif will prepare a check list for review and use at the next meeting.
Trustee Habeck reported that reference material for the Community Hall shows it was built in 1913 and 2013 would be the 100 year anniversary. The committee discussed a possible recognition event.
Clerk-Treasurer Mischker will prepare a current revenue/expenditure list for Community Hall, a map showing all property owned by the village, a list of current village loans for the next committee meeting, and get information on the effect of a new loan on the property tax mill rate.
The committee will do a walkthrough of the police department, library, and administration office buildings, as well as the Community Hall during the next meeting.
The next committee meeting will be February 28that 7:00 p.m. The committee will start the meeting at the police department, move to the library and then the administration office to finish at the Community Hall.
A discussion of the general planning process ended the meeting.
